Election Information:
General Elections for Mayor and City Commissioner for Zone 1 and Zone 3 in the City of Lake Helen will be held on November 7, 2017.  If there are more than two (2) candidates who qualify for a City office, a Primary City Election shall be held on August 29, 2017. 

Municipal elections are non-partisan.  The City of Lake Helen City Commissioners and Mayor are elected at-large.  The terms of office for all seats are two (2) years.  There are no term limits.

Election/Voting Zones (updated 04/14/2016) 

The current City Commissioners are:

Mayor Buddy Snowden (term ends 2017)
Zone 1 – Commissioner Tom Wilson (term ends 2017)
Zone 2 - Vice Mayor Vernon Burton (term ends 2018)
Zone 3  - Commissioner Michael Woods (term ends 2017)
Zone 4 - Commissioner Jim Connell (term ends 2018)

Canvassing Board 
Pursuant to State law, the Volusia County Canvassing Board will canvass the returns of any City election that is held coincident with a county, state or federal election.  For information regarding the specifics of the Canvassing Board meetings, please contact the Volusia County Supervisor of Elections (386)736-5930, or visit the Volusia County Supervisor of Elections website.   

Running for City Commission:
In order to qualify to run for City Commissioner, candidates must be a qualified elector of the City of Lake Helen and must have or will have resided within the present corporate limits of the City of Lake Helen for at least six (6) months immediately preceding the date of the election.  Candidates are required to sign both a City and a State of Florida oath, file a State of Florida Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates (
Form DS-DE 9), file a Statement of Candidate (Form DS-DE 84), file a Statement of Financial Interests, and pay into the City treasury the sum of thirty-five dollars ($35.00) as qualifying fee plus an election assessment fee equal to one percent (1%) of the annual salary of that office(Per ORD 2003-03).

State law has very specific requirements with regard to candidates.  For example, candidates must file the State of Florida Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates (
Form DS-DE 9) BEFORE opening a bank account, accepting contributions toward their candidacy, or expending any funds toward their candidacy (including the qualifying fee).  Candidates must file a Statement of Candidate (Form DS-DE 84) within ten (10) days of filing the Form DS-DE 9.  Once these forms are filed, candidates are required to file periodic Campaign Treasurer Reports with the City Clerk’s Office pursuant to the filing schedule prescribed by State law.

The City Clerk shall have qualifying forms available for completion by any candidate who wishes to run for the City Commission.   All qualifying forms and the qualifying fee shall be filed by a candidate at the time and on the dates established by the Florida Election Code unless otherwise set by adoption of a resolution by the City Commission.

Campaign Treasurers Reports:
Once a candidate for the 2017 Election has filed the State of Florida Appointment of Campaign Treasurer and Designation of Campaign Depository for Candidates (
Form DS-DE 9), and the Statement of Candidate (Form DS-DE 84), Campaign Treasurer Reports must be filed with the City Clerk’s Office on the following schedule:

Logic & Accuracy Tests – In accordance with Section 101.5612 F.S., the Volusia County Department of Elections will conduct public, pre-election tests of the automatic tabulating equipment which will be used for early voting and at the polls for the City’s General and Run-off Elections.  For information regarding the specifics of the Logic and Accuracy Tests, please contact the Volusia County Supervisor of Elections (386)736-5930, or visit the Volusia County Supervisor of Elections website www.volusiaelections.org.

PUBLIC NOTICE OF LOGIC & ACCURACY TEST
In accordance with Section 101.5612 F.S., the Volusia County Department of Elections will conduct public, pre-election tests of the automatic tabulating equipment which will be used for early voting and at the polls for the elections scheduled for Friday, August 18, 2017 at 9:00 AM and Friday, October 27, 2017 - 9:00 AM.  The tests are open to the public and you are welcome to attend.

All of the tests will be held at the Department of Elections warehouse, which is located at 2550 W. Hwy 44, Building 14, DeLand, Florida at the following times:

Book Closing:  The voter registration books for the August 30, 2016 General Election will close July 31, 2017.  For more specific information regarding Voter Registration and Book Closing, please contact the Volusia County Supervisor of Elections (386)736-5930, or visit the Volusia County Supervisor of Elections website www.volusiaelections.org.   
Early Voting:  Early voting for the City’s Primary Election will be held August 21 – August 25, 2017.   Early voting for the City’s General Election will be held October 30 November 3, 2017. Pollwatchers – Please be advised that the last day to register poll watchers is 14 days before early voting begins for the General Election.
